Greenville Unified Development Ordinance

community

Greenville, North Carolina, is home to Eastern Carolina University and a substantial hospital system. Due to recent growth, the City needed updated regulations. There was a push to balance growth with affordable housing options, landscape improvements, and more choice through conditional zoning regulations.


The City offered significant public engagement with seven open house events and numerous popup events to garner feedback and provide information about the UDO. In an effort to provide more housing options, the UDO included standards to permit substandard lots to be developed with tiny homes for housing alternatives. A revised landscape ordinance was also incorporated which included increased regulations, incentives for tree preservation, and payment in lieu options for open space and sidewalks.


Inspire led multiple open houses and task force meetings to gather resident feedback on the community’s vision. Based on this input, revised standards were developed and approved by City Council, demonstrating a clear commitment to public participation and ongoing community engagement. This approach also resulted in the creation of a conditional zoning process that formally requires public input sessions. As a result, the new UDO directly addressed public concerns and emerged as a clearer, more effective, and more user-friendly document.
