Originally built out rapidly as a large, master‑planned community by one major development company, Palm Bay’s early growth pattern resulted in expansive subdivisions with limited supporting infrastructure, fragmented development patterns, and long-standing challenges associated with the Compound, an abandoned area in the southwest portion of the City with decaying roads and no utilities. These historic development conditions, combined with renewed population growth and infrastructure demands, underscored the need for a clear, unified vision to guide future investment and policy decisions

Under a master services agreement, Inspire provided comprehensive, multi-year planning services that began with preparation of the City’s Evaluation and Appraisal Review (EAR) and associated EAR-based amendments to the Comprehensive Plan. Building on that foundation, Inspire led a 12-month, community-wide visioning process for this fast-growing city of more than 125,000 residents. Public engagement included an interactive project website, stakeholder interviews, focus groups, and public workshops, culminating in a vision plan featuring existing conditions analysis, strategic actions/recommendations, and a unifying vision statement.

Inspire then completed a full update of the Comprehensive Plan, extending the planning horizon to 2045 and aligning goals, objectives, and policies with the community’s vision and projected growth. Following adoption, the team conducted a comprehensive review and assessment of the Land Development Code and prepared a full update to ensure regulatory consistency and effective implementation of the updated Comprehensive Plan.
