Community Redevelopment Plan Update - (Channel District) Tampa, FL
Completed a Community Redevelopment Plan Update and corresponding Strategic Action Plan for the City of Tampa’s 200-acre Channel District. Once an industrial working waterfront, the area is rapidly transforming into a densely populated urban district that includes Port Tampa Bay, the Florida Aquarium, and numerous newly constructed high-rise residential buildings. Community outreach efforts included an interactive project website, stakeholder interviews, multiple workshops and “pop-up” engagement at community events. The plan identifies future needs, Tax Increment Fund projections, cost estimates, redevelopment strategies, and the strategic phasing/prioritization of capital projects.

Community Redevelopment Plan Update - Downtown Kissimmee, FL
Produced a complete rewrite of the redevelopment plan to include targeted opportunity sites, transit-oriented development, complete streets and other public realm improvements to strengthen the City’s historic themes and development pattern.
The final plan is a highly visual document that includes 3D visualization to convey preferred street sections and redevelopment. Redeveloped strategies were supported by realistic Tax Increment Financing (TIF) projections and the prioritization of catalyst projects.

Community Redevelopment Plan Update - Fort Pierce, FL
Completed a comprehensive update to the City’s Community Redevelopment Plan to reflect changes in the conditions of the CRA subsequent to the plan’s adoption and the current status of long-term redevelopment projects. Provided extensive outreach opportunities for public input (website, workshops, and listening sessions) and identified each character districts’ unique assets, challenges, and opportunities. The redevelopment strategies and projects developed for each district reflect those unique characteristics and will provide guidance for the Fort Pierce Redevelopment Agency when developing tailored annual work plans for each district. Implementation efforts for this plan included the development of a Downtown Master Plan, which was also completed by the Inspire team.

Community Redevelopment Plan Update - Pinellas Park, FL
Completed a comprehensive rewrite and update to the City ‘s Community Redevelopment Plan and extended the CRA’s operational timeframe within this Charter County. Facilitated extensive community outreach programs that included an interactive project website, “pop-up” engagement at community events, and public workshops. The plan incentivized private sector investment around the area, consolidated facilities, promoted a more walkable community, and enhanced the community’s amenities. The Plan also included the identification of Capital Improvement programs throughout the CRA, business support programming, affordable and workforce housing programming, Tax Increment Fund projections, a proposed five-year CRA Budget, and an implementation schedule. The creation of a new City Center was identified as the top priority of this planning effort. The Inspire team completed a City Center Plan for the City in 2021.

Community Redevelopment Plan Update - (St. Andrews) Panama City, FL
Updated the St. Andrews Redevelopment Plan and extended the operational timeframe of the CRA. A robust community engagement effort included an interactive project website, public workshops and small group stakeholder interviews. The plan was designed to accelerate the area’s transition from a working waterfront to a dynamic waterfront destination. The recommendations included a five-year Capital Improvement Plan, business support programming, streetscape/gateway improvements, and catalytic redevelopment sites within the CRA.
